A 46-year-old man, Stephen Sims, was arrested on March 22 at 11:37 p.m. near South Padre Island Drive & Airline Road after his car ran a red light, hit a cement structure, and injured his 47-year-old female passenger who was rescued and taken to a local hospital, and officers charged him with intoxication assault.
